The 2017 IEEE International Women in Engineering (WIE) Conference on Electrical and Computer Engineering (WIECON-ECE 2017) will be organized during 18-19 December at Women Institute of Technology, Dehradun, Uttarkhand, India for bringing together individuals conducting research and professional activities in the area of ECE to share and present their latest innovation and findings. IEEE WIECON-ECE 2016 was organized by IEEE Bangladesh Section, IEEE Puna Section and its WIE Affinity Group. The conference received overwhelming response from 22 countries (390 valid submissions) and all presented papers are now available in IEEE Xplore Digital Library. There were 6 world-class keynote talks, four invited talks, one industrial panel, 15 parallel oral sessions, 2 poster sessions, two special sessions, two tutorials, one workshop, one WIE meeting, and a pre-conference student competition. Presidents of two IEEE Societies, President Elect of one IEEE Society, Chair of IEEE WIE, IEEE R10 Director, IEEE R8 Director Elect, two coordinators of IEEE R10, different section chairs of R10, 6 IEEE Fellows were present in the conference. With a view to encourage more participation of women in the conference, each paper to be submitted should have at least one female author. IEEE WIECON-ECE 2016 was held at Pune, India. Every WIECON-ECE ensures world-class keynote talks, invited talks, oral and poster sessions, special sessions, humanitarian activity track, tutorials, workshops, student competitions, live demonstration, project show, which will be offered by researchers and professionals working in academia, industry and research organizations. Prospective authors are kindly invited to submit original papers (4 page pdf version following IEEE double-column template) to WIECON-ECE 2017 through our Online Paper Submission System. All submitted papers should contain original, unpublished results, experimental or theoretical.

Each paper should have at least one female author.

A paper will appear in the proceedings if at least one of the authors of accepted paper registers before the registration deadline. Presenting the accepted paper is a prerequisite for appearing it in the IEEE Xplore. “IEEE reserves the right to exclude a paper from distribution after the conference (e.g., removal from IEEE Xplore) if the paper is not presented at the conference.”

Camera Ready Submission

Authors are requested to check formatting of the paper prior to final submission. The PDF file must be IEEE Xplore compliant. Each paper should have at least one female author. A paper will appear in the proceedings if at least one of the authors of accepted paper registers before the registration deadline. Presenting the accepted paper is a prerequisite for appearing it in the IEEE Xplore. IEEE reserves the right to exclude an accepted paper from inclusion in IEEE Xplore if it is not presented at the conference. Please follow the following steps to finalize the camera ready version of your paper:

Step 1: Final Paper Preparation

Prepare the final version of your paper following the IEEE double-column format available at

Please try to address reviewers’ comments in the revised paper.
Do not add any page numbering, header or footer. Similar to the initial submission, following criteria must be followed
• Paper length: Maximum 4 pages including all figures, tables, and references
• Allowable file size: 2 MB
• Paper Size: US Letter or A4
• At this stage, the authors should include their names, affiliations, postal addresses, and email addresses in the paper.
• Plagiarism and Multiple Submissions: WIECON-ECE 2016 will strictly follow IEEE policies for plagiarism and multiple submissions.

Step 2: IEEE Xplore Compatibility of PDF File

The PDF file of the paper must be IEEE Xplore compliant. Please use IEEE PDF eXpress to check if your PDF file is IEEE Xplore-compliant. Note that you need to embed all fonts in your PDF file and type 3 fonts are not allowed. As an alternate, you may use the following website http://www.pdf-express.org/plus/ (use conference ID  40066XP) to convert your source files into an IEEE Xplore-compliant PDF file.  Please along with IEEE PDF eXpress compliant pdf file preserve a copy of the compliance message from PDF eXpress which needs to be uploaded with the paper.

Step 3: Copyright Submission

Way 1(Recommended):To Submit IEEE e-Copyright Form (eCF), please login into WIECON-ECE Online Paper Submission System (http://wieconece.org/proconf/author/) and click on e-Copyright Form and follow the steps to download e-Copyright Form. The title and authors in the eCF must match exactly with WIECON-ECE Online Paper Submission System. Authors will be redirected to IEEE eCF site to submit the copyright form. Click on the Submit IEEE Copyright Form link (which initiates eCF). Please read instructions carefully. Submit IEEE eCF for each paper separately. After filling out the IEEE copyright form on eCF site, authors need to download the form and upload it into WIECON-ECE Online Paper Submission System.

Step 4: Camera Ready Submission

Login to WIECON-ECE Online Paper Submission System, click on Camera Ready Submission, follow the step to submit Camera Ready Submission and upload the following in a zip folder at your paper entry page:
• The PDF eXpress-passed compliant camera-ready pdf copy of your paper.
• A copy of the compliance message from PDF eXpress.
• PDF of submitted IEEE eCF.
• A separate pdf file, namely Response (if necessary as per reviewers’ comments).

Step 5: Registration

Presentation Guideline

Oral Presentation Guidelines

• The duration of a presentation slot is 18 minutes. You will have 15 minutes for the presentation itself and 3 minutes for questions from the audience.
• An LCD projector and computer will be available in the session room for regular presentations.
• Presenter of the papers are requested to be present in the room at least 10 minutes before the start of their session and introduce themselves to the session chair.
• A volunteer will be available in case you need technical assistance.
• Please load your presentation file into the assigned computer in the lecture room during the break before the session begins and make sure it displays properly.
• In order to avoid software compatibility problems (MS Powerpoint), speakers are advised to embed all fonts in the Powerpoint file and bring a backup PDF-version of the presentation.

Poster Presentation Guidelines

• It is essential that your poster is put up just before the session and removed immediately after it has ended.
• The presenter is expected to be stationed by his/her poster and answer questions from the audience.
• Poster size should be 36 inches × 48 inches (maximum) landscape format.
• Poster locations will be marked using the corresponding paper ID.
• Pins/adhesive will be provided to mount the posters.
